The WhatsApp Business Platform, commonly called the API, lets a business send and receive WhatsApp messages programmatically, connect them to its own systems, and have multiple agents work from one number. It is distinct from the free Business App, which is a phone application for a single user. In the Gulf, where WhatsApp penetration exceeds ninety per cent, the API is usually the correct answer for any business handling more than a few dozen conversations a day.

What you need before you start

  • A verified Meta Business account and a business that can be verified. This means matching legal documentation, a website and a business email domain.
  • A phone number not currently registered to a personal WhatsApp or the Business App. Migrating an existing number is possible but the number cannot be in use on both.
  • A Business Solution Provider or direct Cloud API access. Most companies go through a provider, which handles infrastructure and billing and adds its own margin.
  • A display name that meets Meta's guidelines. Names that are purely generic or that misrepresent the business are rejected, and the review adds days.

How the messaging rules work

This is the part that surprises most teams. You cannot message anyone freely. When a customer messages you, a service window opens during which you can reply with any content. Outside that window you may only send pre-approved template messages, and those are billed per conversation. Template content is reviewed before it can be used, so campaign timelines must include approval time.

Practically, this means the platform rewards being useful rather than promotional. Businesses that get customers to start conversations, through website buttons, QR codes in store and links in ads, spend far less on templates and get far better engagement than those that treat it as a broadcast channel.

What it costs

Meta bills per conversation, priced by category and by the country of the recipient rather than a flat rate. Gulf rates differ from Iraq, and marketing conversations cost more than service or utility ones. On top of that sits your provider's platform fee, typically a monthly subscription plus a small markup per message. Budget for both, and model the mix of categories rather than a single blended rate, because a marketing-heavy programme costs several times a service-led one.

Where the value actually appears

The strongest returns in the region are in order status and delivery updates, appointment confirmation and rescheduling, payment and document collection, and support triage. All four replace phone calls, which are expensive and unmeasurable, with a threaded conversation that is both. Conversational commerce conversion rates reported in the region reach 45 to 60 per cent, which is far above other channels, though these figures come from vendors and should be validated against your own results before being used in a business case.
